Position Summary
JAAGO seeks qualified Upazila Coordinator candidate for an anticipated international donor-funded project for indigenous children, which will address the most pressing needs of marginalized children, and to provide improved access to education services for out-of-school children.
The Upazila Coordinator will be responsible for all aspects of the financial management and administration for the Project. The Upazila Coordinator is expected to provide sound financial advice and effective financial management as well as manage the administrative functions of the project. This position reports to and works most closely with the Project Manager (Primary) and Project Focal/Coordinator (Secondary)
Only citizens of Bangladesh or residents with work authorization will be considered.
Program Implementation and Field Supervision:
- Lead, coordinate, and oversee all EMDC project activities at the Upazila level in line with project goals, timelines, and operational SOPs.
- Supervise Program Organizers and Learning Facilitators to ensure the quality and regularity of teaching-learning activities at the centers.
- Ensure timely learner enrollment, attendance tracking, and retention through continuous community engagement.
- Plan and execute stipend disbursement operations at learning centers, ensuring transparency, security, and compliance with financial guidelines.
- Conduct regular and surprise monitoring visits—including on-foot supervision in hilly and remote areas—to verify attendance, classroom quality, and the integrity of disbursement processes.
- Identify gaps, irregularities, or potential risks during field activities and take immediate corrective action in coordination with the Project Coordinator.
- Ensure child safeguarding, gender equity, and inclusive education principles are consistently applied in all learning centers.
Monitoring, Reporting, and Data Management:
- Review field reports, attendance registers, stipend records, and performance data submitted by Program Organizers.
- Verify stipend beneficiary lists and documentation to prevent duplication or misreporting.
- Submit accurate and timely programmatic, financial, and operational reports to the Project Coordinator.
- Utilize digital data collection tools (KoBo, ODK, or similar) for real-time monitoring and data validation.
- Provide analytical insights and recommendations based on field observations and trends.
Coordination and Stakeholder Engagement:
- Maintain strong coordination with local administration, education officials, and community leaders to ensure project acceptance and alignment.
- Represent JAAGO Foundation and the EMDC project in local coordination forums and education cluster meetings.
- Facilitate communication and collaboration among stakeholders to enhance learner support, reduce dropout, and address community-specific barriers.
Administrative and Financial Oversight:
- Oversee upazila-level logistics, cash management, and asset utilization in accordance with JAAGO's operational and procurement policies.
- Support verification and maintenance of inventory, fixed assets, and procurement documentation.
- Ensure security measures are in place during field travel, stipend disbursement, and community activities, especially in sensitive zones.
- Monitor and report any incidents, threats, or operational disruptions promptly to the Project Coordinator.
Capacity Building and Staff Development:
- Facilitate on-site mentoring and regular coaching for Program Organizers and Learning Facilitators to strengthen their technical and community engagement skills.
- Identify training needs and coordinate capacity-building initiatives in collaboration with the project's training.
- Promote teamwork, accountability, and a results-oriented culture within the Upazila team.
Safeguarding:
- Uphold and promote the organization's safeguarding policies to ensure the safety, dignity, and well-being of all children, young people, and vulnerable adults engaged in our activities.
- Immediately report any concerns, suspicions, or incidents of safeguarding breaches in line with the organization's reporting procedures.
- Maintain professional boundaries and conduct that fosters a safe and respectful environment for all beneficiaries, colleagues, and stakeholders.
