Position Summary

The project aims to provide structured basic literacy and numeracy education to 100 out-of-school children from the Manta community in Barishal. Due to river erosion and displacement, these children— many living on boats—have limited access to formal education. Through a customised learning module and a digital education model, the project will conduct 80 structured classes over five months, complemented by learning materials, basic snacks, social and emotional learning (SEL) activities, and community engagement initiatives.

The MEAL Officer will be responsible for overseeing monitoring, evaluation, accountability, and learning (MEAL) functions of the project. The position will ensure systematic data collection, tracking of progress against targets, quality assurance, and evidence-based reporting to support effective project implementation and learning.

Job Responsibilities

1. Monitoring & Data Management

  • Design and implement the project's monitoring framework in line with approved indicators.
  • Conduct and oversee baseline and endline assessments.
  • Track attendance, participation, and learning progress of 100 children.
  • Maintain accurate databases and documentation of project activities.

2. Evaluation & Learning

  • Support periodic learning assessments and analyse findings.
  • Identify implementation gaps and provide recommendations for improvement.
  • Document lessons learned, success stories, and best practices.

3. Reporting & Documentation

  • Prepare monthly progress reports and data summaries.
  • Ensure data quality, verification, and compliance with donor requirements.
  • Support reporting related to advocacy meetings, courtyard sessions, and social development activities.

4. Accountability & Safeguarding

  • Establish feedback mechanisms for children and parents.
  • Ensure safeguarding standards are monitored and documented.
  • Maintain confidentiality and ethical data management practices.

5. Coordination

  • Work closely with the Digital Teacher and Facilitator to collect and validate field-level data.
  • Provide technical support to project staff on monitoring tools and reporting formats.
  • Participate in coordination meetings and review sessions.

Qualifications & Experience 

Education

  • Bachelor's degree in Statistics, Social Science, Development Studies, Education, or a relevant field.
  • Training in Monitoring & Evaluation will be considered an advantage.

Qualifications

  • Minimum 1-2 years of experience in MEAL, monitoring, or project reporting.
  • Experience in education or community-based programmes preferred.
  • Familiarity with marginalized or riverine communities will be an asset.

Skills & Competencies

  • Strong data collection, analysis, and reporting skills.
  • Proficiency in MS Excel and basic data management tools.
  • Ability to conduct surveys and assessments in field settings.
  • Strong analytical and problem-solving skills.
  • Good communication and documentation ability (Bangla and basic English).
  • High attention to detail and data accuracy.
  • Ability to work in remote or riverine environments.
  • Commitment to safeguarding, ethical data handling, and inclusive programming.
